Who this applies to

Fire NOC, Fire Licence and renewal are three separate approvals at three separate project stages, not one filing. Confirm which of the three applies to where your project currently stands.

What Tamil Nadu Fire and Rescue Services approves

Fire NOC, Fire Licence and Fire Compliance Certificate are approvals under the Tamil Nadu Fire Service Act, 1985, issued by Tamil Nadu Fire and Rescue Services (TNFRS). Section 13 of the Act is the source of TNFRS's power to issue a No Objection Certificate or Fire Licence and to specify the fire safety precautions a building must meet.

These are three distinct approvals, not one filing repeated three times:

  • Pre-establishment / planning-stage NOC (PP NOC): needed before CMDA or DTCP planning permission or building-plan approval, for a multi-storeyed building or a specified occupancy.
  • Post-completion Fire Licence / Fire Compliance Certificate: needed before occupation or operation, confirming the approved fire safety provisions have actually been installed.
  • Renewal of the Fire Licence: needed to keep the licence current for ongoing operations.

None of these is the same approval as planning permission or the building permit covered on construction and building approvals. They are separate statutory approvals under the Fire Service Act that plug into the planning and construction process at specific stages, not a component folded into it. CMDA or DTCP granting planning permission does not carry fire clearance with it, and a building permit does not substitute for either fire approval.

Height and jurisdiction

TNFRS treats a building as a multi-storeyed building (MSB) where its height is more than 18.3 metres, the same threshold this page takes from TNCDBR 2019's building classifications (TNCDBR 2019). Which TNFRS office handles your application depends on that threshold:

  • Not above that threshold: the District Officer, Fire and Rescue Services for that district.
  • Height more than 18.3 m, or specified basements: the Director, Fire and Rescue Services.

What it costs to get wrong

Operating without a fire NOC or Fire Licence that the Fire Service Act or the planning rules require for your building is enforceable under the Tamil Nadu Fire Service Act, 1985 and related planning and building law. Where planning permission, a completion certificate, or another approval lists that fire clearance as a precondition, the other approval can stall without it. This page does not treat a fire NOC as a precondition of every factory licence, or of every building that is not an MSB or a specified occupancy.

The process

  1. Pre-establishment / planning-stage NOC (PP NOC)

    Where the planning rules require a fire NOC before planning permission or building-plan approval, that requirement applies to a multi-storeyed building or a specified occupancy that carries it. It is not stated here as a precondition of every other approval. The application typically includes the prescribed application form, Appendix 1 and Appendix 2 for an MSB (or the corresponding non-MSB appendix), multiple copies of the proposed site, topographic, elevation, floor and section plans, and the proposed fire safety, fire alarm and hydrant layout.

    Applications are filed through TNFRS's own online system or the Tamil Nadu Single Window Portal, which routes the application to the correct fire authority for the site. TNFRS acknowledges the application, raises queries within a single query window, inspects the site, uploads a digital inspection report, and then approves or rejects the NOC with reasons. TNFRS's own EoDB and service-standard documentation indicates roughly 15 to 30 days for this stage, depending on whether the building is an MSB, a departmental indication rather than a statutory deadline.

  2. Fire Licence / Fire Compliance Certificate

    Needed before occupation or operation, to confirm the fire safety measures approved at the planning stage have actually been installed. The application typically includes the prescribed application form, Appendix 1 and Appendix 2 where applicable, a copy of the planning-stage NOC, details of the fire safety measures actually installed, the fire safety plan (alarm and hydrant layout), and a copy of the building plan approved by the planning authority or local body.

    The application is filed online through the Tamil Nadu Single Window Portal under procedure PO_21: it routes from the Director to the Deputy Director at headquarters and on through a Joint Director/Deputy Director inspection chain, the inspection report is uploaded, and the Director records an approve or reject decision. Approval issues as a digitally signed Fire Licence. EoDB documentation indicates 15 days for this processing stage, and PO_21 specifies an overall 30-day window for the Director's final decision, both departmental indications rather than statutory deadlines.

  3. Renewal of the Fire Licence

    The Fire Licence needs periodic renewal to stay valid for ongoing operations. Renewal uses a shorter document set than the original application: the renewal application, the filled prescribed appendix, and a copy of the previous licence. How often it must be renewed is not stated here. Confirm the interval on the current TNFRS instruction before you diary a date.

How this relates to planning permission and the building permit

Where TNCDBR 2019's process for high-rise and special buildings requires fire clearance before planning permission or building-plan approval, obtain the planning-stage NOC on that track first. The Fire Licence or Fire Compliance Certificate plugs in later, before occupation or operation, once construction is complete and matches what was approved. Fire approval is TNFRS's own approval, obtained on its own track, even where a single portal accepts the application alongside others. CMDA, DTCP or the local body does not issue it.

Petroleum installations: TNFRS and OISD

A retail fuel outlet or a petroleum depot/terminal needs to satisfy two separate sets of fire requirements, not one. TNFRS's fire NOC and Fire Licence above are the statutory approval; alongside them, the installation is also expected to meet the fire-protection norms in the Oil Industry Safety Directorate's own standards, principally OISD-STD-225 for retail outlets and OISD-STD-244 for depots and terminals. OISD itself does not grant an approval: it publishes the design and operating baseline PESO and TNFRS expect a petroleum installation to meet, while the licence and the fire NOC/Fire Licence remain with PESO and TNFRS respectively. Common failure points

  • Treating Fire NOC, Fire Licence and renewal as one approval instead of three separate approvals needed at three separate project stages.
  • Assuming planning permission from CMDA or DTCP already carries fire clearance with it. The planning-stage NOC is a separate filing, and for an MSB or specified occupancy it needs to be in hand before planning permission, not obtained afterward.
  • Filing the planning-stage NOC after building-plan approval instead of before it, for a project that requires this fire clearance ahead of that stage.
  • Applying for the Fire Licence before construction actually matches what was approved in the planning-stage NOC, since the licence inspection checks for exactly that.
  • Letting the Fire Licence lapse without renewing it. Ongoing operation depends on a current licence, not the original approval alone.
  • Blocking escape routes or fire equipment access with stored materials between inspections, one of the most common findings on repeat visits.
