Boiler registration and approval in Tamil Nadu
Who this applies to
- Classify the equipment from the definition and exclusions in the 2025 Act, not from the supplier's name for it.
- An unfired compressed-gas vessel is a PESO matter under the SMPV(U) Rules. Boiler registration does not cover it.
- The Directorate of Boilers, Tamil Nadu administers State registration. It is not DISH, and it is not PESO.
What you are registering
The Boilers Act, 2025 (Act 12 of 2025) repealed the Boilers Act, 1923 and has been in force since 1 May 2025, under S.O. 1943(E) of 30 April 2025. The 1923 Act is no longer the principal Act and should not be cited as if it were.
The change is less disruptive than it sounds. Section 45 saves specified notifications, rules, regulations, orders and actions, and treats certain existing registrations and certificates as continuing, subject to the 2025 Act. An old certificate is therefore not automatically void, but you need to read section 45 against the date and conditions printed on it. The Indian Boiler Regulations and later rules are now read under the 2025 Act, not as if the 1923 Act were still the parent statute.
The core provisions are short. Section 11 prohibits use of an unregistered or uncertified boiler; section 12 deals with registration, and on a new registration the Chief Inspector orders a certificate authorising use for a period not exceeding twelve months (s.12(6)); section 13 deals with renewal and section 14 with provisional orders. Use the form, notice and fee in the rules and the State procedure in effect now. A 2024 Directorate procedure is a pre-2025 administrative record, and its targets are not restated here as a statutory timetable.
Whether a steam generator is covered depends on the definition, inclusions and exclusions in the 2025 Act. A boiler is not an unfired pressure vessel: PESO approval of an unfired vessel is not this certificate, and this certificate is not a PESO licence.
What it costs to get wrong
Using a boiler outside a valid registration, certificate or provisional order is the breach section 11 is aimed at, and an application, an inspection date or a payment receipt is not authority to use it. This page does not state a fine. There is one important qualification: if your certificate has expired, you may keep using the boiler at the maximum pressure on that certificate while the renewal is decided, but only if you applied for renewal within the time allowed (Boilers Act, 2025, s.15, subject to s.14(1)). An application made late is not authority to use the boiler.
The boiler file does not replace the factory licence, electrical inspection, TNPCB permission for the fuel and the emissions, or fire approval.
The process
Classify and document the equipment before you rely on it
Check design and manufacturing conformity, the inspection route, and the data the current regulations require: identity and rating, materials, welding and test records, and the installation and steam-piping drawings. If you order the equipment before that check, you risk a registration that cannot later be completed.
Erect only after the Directorate step that the current checklist requires
Work from the live Tamil Nadu Single Window checklist, read with section 45, and do not treat a 2024 processing target as a post-2025 statutory guarantee. Use authorised erection where the instrument requires it, and keep the inspection, non-destructive testing and other test records.
Obtain the certificate or provisional order before use
Notify readiness, complete the statutory examination and any prescribed steam test, and confirm the allowed pressure, the conditions and the period before the boiler is used.
Renew, repair and alter through the statutory route
Track renewal under section 13. Pressure-part repair, welding, replacement, alteration and re-rating need the approval and the competent testing the current rules require. Before you decide who may be in charge of the boiler, check the boiler attendant and boiler operation engineer requirements, including the Boiler Operation Engineers' Rules, 2025 (G.S.R. 705(E), 22 September 2025); this page does not set them out.
Common failure points
- Citing the Boilers Act, 1923 as if it still governed, without section 45 of the 2025 Act.
- Treating a PESO vessel approval as boiler registration.
- Leaving associated steam piping out of the registration.
- Repairing a pressure part without the competent-person route the rules require.
- Treating an acknowledgement as a certificate for use.
Installing or renewing a boiler?
Send us the equipment data sheet and any existing certificate. We will tell you whether the 2025 Act applies, and what the Directorate must issue before the boiler is used.
