Know the regulatory path before the project is committed.
An industrial project is rarely governed by one approval or one department. Its regulatory requirements emerge from the proposed location, land status, building, manufacturing process, machinery, utilities, workforce, emissions, waste and materials stored at the facility.
AequiRadix examines these factors together and develops a project-wide regulatory map: what is required, what is conditional, what is not presently attracted and what must be resolved before the project proceeds.
What is regulatory mapping?
Regulatory mapping begins with the facts of the proposed project, not a standard list of departmental approvals. The site, activity, process, capacity, building configuration, utilities, workforce and material inventories are examined against the applicable regulatory framework.
Each requirement is then placed within the project's actual sequence. The map identifies the statutory basis, responsible authority, relevant project stage, dependencies, unresolved questions and action needed to move forward.
Illustrative project
Precision-engineering facility in Tamil Nadu
Illustrative project, not an assessment of an actual facility.
The sample below concerns a proposed precision-engineering and electric-vehicle components facility on a leased plot within an approved SIPCOT industrial layout.
| Project factor | Illustrative assumption |
|---|---|
| Facility | New precision-engineering and EV-components manufacturing unit |
| Building | Approximately 6,500 sq. m comprising a non-multi-storeyed production building, warehouse, utilities and office |
| Operations | CNC machining, aqueous surface preparation, powder coating and mechanical assembly |
| Workforce | Approximately 180 workers at full operation |
| Utilities | HT electricity supply, transformer and standby diesel generator; diesel-storage arrangement not yet finalised |
| Water and wastewater | Industrial-park water supply; process wastewater and domestic sewage to be treated; no groundwater abstraction proposed |
| Waste | Used oil, treatment sludge and process residues expected |
| Materials | Final chemical register, safety data sheets and maximum inventories not yet available |
| Excluded activities | No foundry, electroplating, heat treatment, chemical manufacture, boiler, bulk gas vessel, explosives or radioactive source |
| Land assumption | Proposed activity assumed to be consistent with the allotment terms, approved industrial layout and applicable industrial-park conditions, subject to document verification |
Sample regulatory map
Definite means that the requirement is attracted on the stated assumptions. Conditional means that applicability or the precise approval route depends on information still to be confirmed. Not presently identified means that the requirement does not appear to arise from the illustrative facts but must be reconsidered if those facts change.
| Regulatory requirement | Applicability | Authority | Project stage | Key dependency or required action |
|---|---|---|---|---|
| Land allotment and permitted industrial activity | Definite | SIPCOT | Site confirmation and design | Review the lease or allotment order, approved layout, plot conditions, permissible activity and industrial-park environmental conditions. Confirm that the proposed machining and coating operations fall within the allotted activity. SIPCOT Citizens Charter |
| Land use, planning permission and building permit | Definite | Competent planning authority and local body | Before construction | Verify survey boundaries and approved industrial land use. Coordinate the site plan, access, setbacks, parking, utility areas, fire provisions and process layout. Planning permission and the local building permit must be separately identified for the project's location. Planning permission procedure (PE_6) |
| Prior environmental clearance | Not presently identified | MoEFCC or SEIAA, if attracted | Before site preparation or construction | The assumed manufacturing activity is not presently identified as a scheduled project under the EIA framework. This conclusion must be rechecked against the final process, production capacity, built-up area, site sensitivities, amendments to the EIA Notification and the industrial park's environmental clearance. EIA Notification, 2006 |
| TNPCB Consent to Establish and Consent to Operate | Definite | Tamil Nadu Pollution Control Board | Establishment and pre-operation | Finalise the product and capacity, process flow, water balance, emission sources, effluent and sewage treatment, waste streams and plant layout. CTE must inform the establishment of the unit, while CTO must be addressed before operation in accordance with the consent framework and applicable conditions. TNPCB consent information |
| Factory plan approval and operative registration or licensing process | Definite Definite in substance; procedural route requires confirmation | Directorate of Industrial Safety and Health, Tamil Nadu | Design and pre-operation | Manufacturing with power and the proposed workforce clearly engages the factory-safety regime. The OSH Code commenced centrally on 21 November 2025, while current Tamil Nadu DISH materials continue to provide factory plan-approval and registration or licensing services. The operative State forms, rules and transitional procedure must therefore be verified when the project is taken up. OSH Code commencement (S.O. 5321(E)) |
| Fire NOC, fire-safety compliance and operational fire licence | Conditional Conditional as to the precise route | Tamil Nadu Fire and Rescue Services and the building authority | Design and pre-operation | Confirm building height, occupancy, fire load, process hazards, storage and final layout. The present assumptions indicate the non-multi-storeyed route, under which the State procedure distinguishes a pre-establishment NOC from the pre-operational fire licence and links the latter to the approved building plan. Non-multi-storeyed fire NOC (PE_9) |
| HT supply and electrical installation approvals | Definite Definite if the proposed HT installation proceeds | TANGEDCO and Tamil Nadu Electrical Inspectorate | Design and pre-energisation | Obtain the applicable load sanction and electrical drawing approval, then complete the safety-certification process before energisation. Transformer, generator, switchgear and earthing arrangements must align with the approved project layout. Electrical drawing approval (PE_13) |
| Water supply, effluent and sewage arrangements | Definite | SIPCOT or relevant supplier and TNPCB | Design, establishment and operation | Confirm the authorised water source, sanctioned quantity, connection conditions, segregation of wastewater, treatment capacity and disposal or reuse route. No groundwater approval is presently mapped because the example assumes that groundwater will not be abstracted. |
| Hazardous and other waste authorisation | Conditional Conditional on waste classification; likely applicable | Tamil Nadu Pollution Control Board | Before handling waste and during operation | Characterise the used oil, treatment sludge and process residues under the applicable waste rules. Confirm quantities, on-site storage, authorised transport and disposal or recovery routes, and align the authorisation with the consent conditions. TNPCB hazardous-waste authorisation |
| Diesel and petroleum storage | Conditional | PESO or another competent authority, depending on the final installation | Before procurement and installation | Freeze the fuel classification, maximum inventory, tank type, location and dispensing arrangement. The required approval or licence cannot be determined responsibly until the final storage configuration and quantity are known. PESO petroleum storage licensing guidance |
| Hazardous-chemical and major-accident requirements | Conditional | Authorities designated under the environmental and industrial-safety framework | Design and operation | Compile the chemical register, safety data sheets and maximum inventories. Each substance and quantity must then be tested against the MSIHC Rules; the presence of chemicals alone does not establish that every requirement under those Rules applies. MSIHC Rules, 1989 |
| Pre-operational closure and continuing compliance | Definite | TNPCB, DISH, TNFRS, Electrical Inspectorate, SIPCOT and other authorities as applicable | Before operation and throughout the facility's life | Confirm that the as-built facility matches its approved plans and conditions; close the relevant consent, factory, fire, electrical, storage and waste requirements; and establish a compliance calendar for monitoring, records, returns, validity management and regulatory change control. Hazardous-waste records and annual returns are among the continuing requirements where the waste rules apply. TNPCB hazardous-waste authorisation |

The project's building-completion position must also be checked against the version of the Tamil Nadu Combined Development and Building Rules and the competent authority's procedure applicable at the time. The Rules distinguish industrial buildings from the buildings generally required to obtain a completion certificate, but this does not remove the need to comply with the approved plan or satisfy separate factory, fire, electrical and pollution-control requirements. How requirements connect
Regulatory work does not always proceed as a single line of applications. Land status and the permitted activity shape the initial project definition; planning, building and environmental assessments may then proceed as parallel workstreams, each using the same underlying project facts.
Technical approvals for electrical installations, fire protection, factory safety and specialised storage depend on the developing design. Before operation, the project must close the requirements that apply to the completed facility. The resulting approvals and their conditions then become part of the facility's continuing compliance system.
Site and activity
Land status and the permitted activity shape the initial project definition.
Parallel workstreams
Planning, building and environmental assessments may proceed together, using the same project facts.
Technical approvals
Electrical, fire, factory safety and specialised storage follow the developing design.
Pre-operation and life
Close the requirements that apply to the completed facility, then keep the compliance system current.
The actual sequence is project-specific. A change in process, capacity, building layout, utility, workforce or material inventory can alter an earlier applicability decision and require the regulatory map to be revisited.
What the client receives
AequiRadix provides a project-specific regulatory map setting out:
- The project facts and documents reviewed
- Definite, conditional and presently non-applicable requirements
- The statutory and procedural basis for each conclusion
- The responsible authority and relevant project stage
- Dependencies between design decisions and approval processes
- Missing information and matters requiring authority confirmation
- Recommended actions, sequencing and responsibility allocation
- Continuing obligations and circumstances that require the map to be updated
The result is a working document for promoters, designers, consultants and operating teams, not merely a list of licences.
Map the project before regulatory assumptions become project constraints.
Share the proposed location, activity, process, capacity and present project stage. AequiRadix will assess the appropriate scope for mapping the project's approvals, licences and continuing regulatory obligations.
Request an Approvals MapRegulatory conclusions depend on verified project facts and the law and administrative practice in force at the time of review.
