Who this applies to

  • An explosives magazine, a specified ammonium nitrate store, or a gas-cylinder licence for sale or for CNG dispensing can name a District Authority. That is a PESO schedule question, not a general industrial no-objection.
  • An industrial-alcohol checklist can name the police. It does not apply to every chemical.
  • Patta, adangal and the A-register show revenue status. They are not planning permission and they are not industrial zoning.
Land-use reclassification is a planning question, handled on its own page. Wet land and agricultural revenue classification still need a revenue reading. They do not, by themselves, produce a planning variation.

There is no general Collector no-objection

There is no standalone District Collector no-objection that applies to every industrial project in Tamil Nadu. A Collector or District Magistrate document, a police verification, a revenue extract, a highway access permission or a local-body licence arises only where a statute, a licence class, a land record or a particular project impact calls for it.

DocumentExample of a parent trigger
District Magistrate or District AuthorityAn explosives magazine, or a specified ammonium nitrate facility, where the Explosives Rules or the Ammonium Nitrate Rules require it
District AuthorityGas Cylinder Rules Form F storage for sale or trading, or Form G for a CNG or CBG dispensing station, where those rules require it
District AuthorityPetroleum storage that needs a PESO licence in Form XIV, XV or XVI, where the Petroleum Rules require the District Authority's certificate first
District AuthorityPressure-vessel storage under the SMPV(U) Rules, where the Rules require a no-objection
PoliceAn industrial-alcohol licence checklist that names the police
Revenue recordsTitle, classification, government land or access, as evidence, not as zoning
Highway authorityNew access to a State or National Highway, under the highway law that applies
Local bodyBuilding, trade or drainage permission under the municipal or panchayat law that applies

PESO's rules specify when a District Authority no-objection and an endorsed plan are required, and that is all it is: not a general Collector approval of the factory, and not something that covers PESO, fire approval and the factory licence in one letter.

Revenue records are not the land-use permission

Patta, chitta or adangal, the A-register, the field measurement sketch and classification show aspects of title and land status. They are not interchangeable with planning permission or industrial reclassification. Land recorded as wet land or as agricultural can still need a revenue reading before development, but that reading does not itself vary the master plan. Government poramboke, a watercourse, an acquisition and a disputed access are each separate problems.

Nor is agricultural-to-industrial conversion a single District Collector process. Where the statutory zone is the obstacle, the remedy is planning reclassification, covered on its own page, not an undefined Collector no-objection.

What it costs to get wrong

Chasing a document no rule requires delays the project and can produce a layout that does not match the plan PESO or the planning authority later endorses. Leaving out a no-objection that the parent rule makes a precondition to construction can stop the licence. This page does not state a penalty.

The process

  1. Start from the parent licence

Name the rule, the form and the authority. If you cannot name them, you do not yet have a no-objection to apply for.

  2. File before construction where the rule says the no-objection comes first

Use the plan, the inquiry and the land papers that form prescribes. The plan the District Authority endorses has to be the same plan that goes into the PESO or other application, so never submit two layouts.

Common failure points

  • Asking the Collector for a general industrial no-objection.
  • Collecting a police letter that no checklist requires.
  • Sending a different layout to the District Authority and to PESO.
  • Treating a revenue classification as zoning approval.
  • Assuming a police no-objection is required for every chemical. It is required only where the regime you are in demands it.

Been asked for a Collector or police no-objection?

Send us the licence form that asks for it. We will tell you whether a parent rule names that authority, or whether the document has no statutory job.
