Groundwater permission for industry in Tamil Nadu
Who this applies to
- You must identify the competent State or central route, the current assessment-unit classification, and the use, before you choose a portal.
- G.O. (Ms.) No. 142, Public Works (R2), 23 July 2014 sets the State's rules for a groundwater no-objection. The Chief Engineer, State Ground and Surface Water Resources Data Centre, issues it everywhere in Tamil Nadu except the area under the Chennai Metropolitan Area Ground Water (Regulation) Act, 1987.
- A CGWA domestic-use exemption is not borrowed for process water unless jurisdiction and the current instrument both say so.
Which authority decides
If your project needs a well, a borewell or industrial groundwater abstraction, settle these before you go near a portal: the competent route, the latest classification of the assessment unit, and the intended use. CGWA publishes national guidelines, but that is not a reason to send every Tamil Nadu application to the CGWA NOCAP portal.
Tamil Nadu's own regulations for a no-objection certificate to draw and transport groundwater are in G.O. (Ms.) No. 142, Public Works (R2), dated 23 July 2014. The certificate is issued by the Chief Engineer, State Ground and Surface Water Resources Data Centre, Water Resources Department, and the regulations cover the whole State except the area to which the Chennai Metropolitan Area Ground Water (Regulation) Act, 1987 extends. Under them:
- A new industry needs a no-objection to draw and transport groundwater. The order says this does not apply to existing industries.
- A water-based industry, one that uses water as a raw material, can get a no-objection only in a safe or semi-critical block, not in a critical or over-exploited one.
- A highly polluting industry cannot draw groundwater within 5 km of the Cauvery, Pennaiyar, Palar, Vaigai, Thamiraparani or another major river or tributary. Extraction within 10 km of the coast is not permitted unless the geology shows no risk of seawater intrusion, and a point within 50 m of a canal is not eligible.
- The no-objection is renewed every year for a water-based industry and every three years for any other industry.
The order dates from 2014 and block classifications are revised periodically, so check for a later order and the current classification on the day you file. A Tamil Nadu Water Resources (Regulation, Management and Augmentation) Bill was introduced in January 2026 but had not been published as an Act by September 2026. The CGWA consolidated guidelines (2020, amended in 2023) need to be assessed alongside the State order; this page does not treat them as overriding the State route.
What it costs to get wrong
Abstracting without the permission the competent instrument requires is the breach. This page does not state a fine or a volume threshold. The practical cost tends to be a consent or clearance that quotes a different withdrawal from the groundwater file, so that none of the three can be granted as drawn.
The process
Fix the site, the use and the volume
Identify the survey numbers, the local body, the watershed or assessment block and its current classification. Separate drinking and domestic use from process, cooling, construction, sale and irrigation, and state the peak and annual withdrawal, the number and depth of structures, and any other source.
Choose the office from the current instruction, not from a habit
Outside the Chennai Metropolitan Area, the office under G.O. 142 is the State Ground and Surface Water Resources Data Centre; inside it, the 1987 Act applies. Before you decide the portal, check for any later State order and whether a CGWA requirement also applies to the site. Do not apply a drinking-water exemption to process water unless the competent instrument says it applies.
File before abstraction, and keep the conditions
Where a permission is required, it will carry its own metering, recharge, quality, monitoring and reporting conditions, and the order itself governs validity, transfer and renewal. A change of purpose, volume, wells or ownership can need an amendment. Do not import an audit duty from a different authority's guidance into this permission.
The file usually needs site and well coordinates, title or lease, the activity, a source-wise water balance, the recharge proposal, any prior permission and actual extraction, the water commitments in the consent or clearance, a hydrogeological assessment if the authority asks for one, and the current block classification.
Common failure points
- Assuming every industrial applicant in Tamil Nadu must use CGWA NOCAP.
- Stopping at G.O. 142 of 2014 without looking for a later State order.
- Using an old block assessment.
- Quoting different withdrawal figures on the clearance, the consent and the groundwater application.
