Industrial statutory consultants

TNPCB consent consultants for Consent to Establish and Consent to Operate

We handle Tamil Nadu Pollution Control Board consents for factories and industrial projects across the State, from our offices in Chennai and Tiruvallur. We confirm which consent route your activity falls in, prepare the application for TNPCB's online portal, and follow it up with the Board until it decides.

What we handle

Which of these your project needs depends on what it stores, makes and builds, and where. We work that out first.

  • Consent to Establish (CTE)

Before you start building or installing the plant, under the Water and Air Acts.

  • Consent to Operate (CTO)

Before production starts, with a report on compliance with the CTE conditions.

  • Expansion consents

More capacity, a new product or process, or a changed fuel, stack or outlet, before the change.

  • Renewals and conditions

Keeping the CTO in force and its conditions met.

  • White-category intimation

Where the activity matches an exact entry on Tamil Nadu's own White list.

  • TNPCB notices

Written replies, with evidence, to show-cause notices and directions.

Where applications go wrong, and what we check

  • Assuming a category. Tamil Nadu's White list is its own, and a wet process or process emission takes an activity out of it.
  • Changing first, applying later. An extension likely to discharge effluent needs consent before the change, and may also need environmental clearance.
  • Misreading the green-unit routes. A green unit in a notified industrial estate goes straight to CTO; elsewhere it needs a self-certified CTE.
  • Missing a notice deadline. TNPCB can refuse or cancel a consent after a hearing and can direct closure, so a reply needs evidence and must be on time.

The law and the full process are in our TNPCB consent guide.
